 Should payers be required to help providers achieve meaningful use?

At last week's <a href="http://searchhealthit.techtarget.com/news/2240018235/HIT-grants-will-expand-health-data-exchange-but-are-they-enough">Health Stimulus Exchange</a>, this topic came up, and the state coordinator for health IT in New Jersey said the answer is a resounding yes. Given the backlash against payers in the face of rising insurance premiums, it's not a stretch to suggest that others may agree with him. If that's the case, though, then what should payers provide? Money? Technical expertise? And through what avenue should they provide it? Directly to providers? To regional extension centers? It's a topic that's certainly worth a hearty debate.
