 PHR integration- how link to Google Health? Microsoft Health Vault?

A brief update about Google Health Rx and Microsoft HealthVault. In January, Walgreens announced in a <a href="" target="_blank"> press release</a> a partnership between the Deerfield, Ill.-based company and Microsoft HealthVault. This enables pharmacy patients to securely download their prescription histories to Microsoft HealthVault records. Walgreens' pharmacy customers who are also patients at New York-Presbyterian Hospital (NYP) can link prescription information to their health records through <a href="" target="_blank"></a>, the NYP medical networks' pilot of HealthVault. Competitor CVS Caremark entered a similar <a href="" target="_blank">agreement</a> last year with Google Health Rx, In January, CVS Caremark <a href="" target="_blank">announced</a> it will migrate its proprietary iScribe database to Allscripts-Misys' e-prescribing solution, and gave Allscripts ownership of iScribe's medical provider database and rights to market Allscripts-Misys' EMR to database members. There is a "sticky wicket" about PHR that should concern your organization. On February 17, 2010, the Health Insurance Portability and Accountability Act (HIPAA) legislation was amended to include electronic records vendors and related entities such as Google Health Rx and Microsoft HealthVault . Under HIPAA, Google and Microsoft are required to demonstrate that all entries can be tracked for auditing purposes. HIPAA compliance is untested.

Google Health Rx and Microsoft HealthVault (fine PHR’s by todays standards) and the others have only demonstrated through their complicated enrollment procedures, clumsy and verbose directions, lack of educated consumer/user, etc. (as well as the others currently in business) that nothing exists today that the consumer will use and understand. Looking at the low numbers of users (and the slow failure of existing PHR’s) in all the sites carries a message that we haven’t found the right formula for a PHR yet. Educating the consumer/user is as equally important as the PHR itself. In addition HIPAA’s new involvement brings in untested industry standards with increased system demands; none of which is understood by the consumer/user.

Based on the above I would be very careful at this time to engage, both financially and actually in any adoption of an existing PHR. The right products haven’t shown themselves yet.
