I think it has a lot to do with the fact that the term "heath information exchange" is used throughout the HITECH Act. It can be confusing, though, since now HIE refers both to the process of exchanging information and to the organizations that facilitate that exchange. If I were in charge, "HIE" would be the process and "HIE organization" would be the entity -- but that's not exactly right, either.
