·         How health data will be shared in an ACO framework if without an EHR? What should a provider org do while they are in the pre-adoption phase?

It is my opinion that an ACO model cannot be implemented without an EHR! It is impossible to share data expediently, across various silo's, without it being electronic. A provider organization looking at an ACO, must first develop the technological infrastructure. During this pre-adoption phase, there is still plenty of work to do. Set up governance, determine your ACO track, pre-recruit members, educate members, etc.

According to the latest rules, an EHR is no longer required. This is a very interesting question that probably doesn’t have a good (or clear) answer.
