 Paying for transfer records from one Dr to another Dr
Is it legal in California to charge a patient to transfer records from one Dr. to another? We live in Oregon and they told me our past Californian Dr. cannot charge me to transfer our records to our new Dr. here in Oregon. So - patients can be charged to pick up records, but not to transfer them from one Dr. to another, right? Thanks for your time and answers.

According to my limited knowledge it's not right that Patient pay money to transfer Records from one Doctor to anoutehr Dr. Because so many Patients don't have capacity to pay this kind of dues. I think a complain must be register against the doctor to over charge of money. Well! Someone please help me with my assignment which is actually a small program which create in C#. I have completed it 70% and become confuse rest of 30%.
