Quality incentive payments for insurers: Becoming the norm?

HL7 2.x – query syntax or language
Can anyone point me to a standard syntax or language for creating queries that would result in HL7 data being returned?  Surely this has been done already!  But I haven’t been able to track it down and find myself sifting through tons of HL7 documentation, but not specific to query syntax.  Thanks!!
