When looking at purchassing an HIE I think the criteria for the purchase of an HIE would be scalability, platform used, database engine, and architecture. An HIE product will need to have the ability to change and also adapt to different requirements from State, federal and other HIE's or RHIOs. Not to say that some of the most powerful HIE solutions are opensource (NHIN, Mirth), but it is critical to identify what is going to be the primary goal of this solution. For some hospitals their requirements might not be as complex as a community based HIE. While at the state level, additional requirements to interface adn exchange data with State Medicaid/CMS/Lab companies and possible RX networks.
