One of the major steps: get everyone to agree on a single OS platform. Right now, many hospitals are using the "bring your own device" strategy. So, you have iOS, Android, and Blackberry devices being used. It's hard to coordinate an integrated strategy when you have so many types of devices.

I agree with you 100%. And since it will be challenging for health organizations to require users to consolidate, the next best thing is to have a virtual mobile platform that is accessible on demand (VMI) Virtual Mobile Infrastructure that is deployed. This will allow for interaction with the hardware regardless of hardware, and more control on what goes onto the Virtual Mobile Phone.
